Bernie was born October 7, 1929 to Johnston and Jesse Singleton Cheney in Oakland, California. She was the youngest of their four children. After high school graduation, Bernie went to Linfield College in Linfield, Oregon to pursue a business degree. There she met her future husband Frank E. Starkey. After they were married in Oakland, California, their honeymoon brought them to the University of Colorado in Boulder, Colorado, where they would start raising a family and Frank gained his law degree.
After settling in the Loveland and Berthoud, Colorado area, Bernie was kept busy as a housewife and mother. She was always busy in some aspect of her children’s lives, whether it be as a Girl Scout cookie chairman, sports mom or later 4-H. In her spare time she loved to fish, play cards and was an avid bowler. She was also a member of her church’s choir where she sang as a tenor.
When her children were grown, she used her business knowledge to help her husband in his business adventures. These led them to Nebraska where they lived in the Sidney area, and eventually moved to the Chadron area where their daughters lived.
